I was looking at it, definetly not getting it, until I read (for the third or fourth time) "The name of the game is Petals Around the Rose".
And then, suddenly, it made much more sense.

 I was confused. Had absolutely no idea how to figure this puzzle out. After concentrating hard on the name of the puzzle I finally figured it out.
